KoL Puzzle

This was a puzzle in the game of Kingdom of Loathing. I started working on decoding it with various methods and used this page to crib part of my notes to visually see it. However, after I started working on it, someone spoilered it. I can't remember the details now, but it had something to do with the wine bottle symbols.
